How to choose accurate 'Overall' and 'Peak' ratings for the Baseball Mogul Roster File

Assigning 'Overall' Ratings

Rule #1: Only give an 'Overall' of 80 or better to someone who is already playing in the majors. Anyone still playing in the minors is almost certainly below an 80 OVERALL rating at present (although he may have a PEAK in the 80s or low 90s), unless there is strong evidence he could immediately earn a job at the major league level.

Rule #2: Players in the 'High Minors' (e.g. AAA) should have 'Overall' ratings in the 70s. Players in the 'Low Minors' (e.g. 'A' or 'Rookie Ball') should be rated in the 60s.

Assigning 'Peak' Ratings

Rule #3: Players that have fully matured should have a 'Peak' rating equal to their 'Overall' rating..

Rule #4: Don't give anyone without major league experience a PEAK above 95. No one is a sure thing.

Rule #5: Use available scouting reports to estimate a player's PEAK rating at follows:

Example 1

Shinjo Mori is a Japanese relief pitcher recently signed by Tampa Bay at a salary of $750,000. Because he has no major league experience, he isn't in the Lahman Database, so we need to create him using the Rosters.csv file.

Mori is expected to play in the majors, but his salary indicates he probably won't be a star. We choose '80' as his 'Overall' rating. Since he is 31 years old, we assume he is already fully developed, and we set his 'Peak' rating equal to his 'Overall' rating.

Example 2

Philip Hughes is a right-handed starting pitcher in the Yankee organization. He is projected to be good enough to be the Yankees #3 or #4 starter in 2006. For this reason, we give him an 'Overall' rating of 81, showing that he is already good enough to start in the majors. He is arguably one of the Yankees' top 5 prospects, but he isn't on any league-wide "Top-50" lists. So we enter '84' as his Peak.
